You can apply for a Subclass 190 Visa only if you receive an ITA from DHA. For this, you must submit an EOI to inform the DHA regarding your interest to apply for this Visa. You can be nominated by a State or Territory Government in Australia after submitting the EOI.

Your Visa application will be valid only if you declare that you have obtained a suitable assessment of skills at the time of receiving ITA. A copy of the skills assessment must be provided at the time of filing your application.

You must have obtained the skills assessment in the past 3 years before the date of receiving the ITA. If the assessment obtained was for a shorter period, then that period must not have lapsed.
Your age has to be less than 45 years when you receive the ITA for the Subclass 190 Visa. You are still eligible to submit the Visa application if you attain the age of 45 years after you receive the ITA.
If you attain the age of 45 years after submission of EOI but before receiving the ITA, then you will not receive the invitation to apply.
The Skilled Nominated Subclass Visa 190 is Australia PR Visa based on points. After you submit the EOI in Skill Select portal, you will be awarded points bad on the claims you make in it. You will not receive the ITA for this Visa if you cannot secure a minimum of 65 points.
If the DHA offers you the ITA, it will specify the number of points that you need to score on the invitation when it assesses your Visa application for approval. Depending on the claims made in your EOI, this score can be greater than 65 points.
You must have minimum competent level proficiency in English at the time of receiving the ITA.
Your occupation must be present on the appropriate list of qualified skilled occupations for the Subclass 190 Visa.
You and accompanying family members for this Visa if any must fulfill the specified health requirements. Non-accompanying family members to Australia may also have to fulfill the requirement if so requested.
You and accompanying family members above 16 years for this Visa if any must fulfill the specified character requirements. Non-accompanying family members to Australia also have to fulfill this requirement.
You and your accompanying and non-accompanying family members for this Visa must pay back or arrange payment of the debt to the Australian government if any such debt exists.

You may not remain eligible for a Skilled Nominated Subclass 190 Visa if any of your earlier Australian Visa was canceled or rejected during your stay in Australia.
