The Business Investor Stream or BIS allows Manitoba to recruit and nominate foreign entrepreneurs and business enthusiasts eager to establish or acquire businesses within Manitoba. The BIS consists of two distinctive sub-streams:

1. Entrepreneur Pathway
The Manitoba Entrepreneur Pathway (EP) allows Manitoba to recruit and nominate qualified business people from around the world who have the intent and ability to move to Manitoba and establish, purchase a business, or become partners in an existing business after arrival in Canada on a temporary work permit.

The Manitoba Provincial Nominee Program (MPNP) has launched a paper-based interim process for applying to the Business Investor Stream Entrepreneur Pathway.
STEP 1: Assess your eligibility and conduct business research. You may be eligible for more than one stream. The self-assessment will help you determine your score under the Entrepreneur pathway.
STEP 2: Submit your Expression of Interest (EOI) to the MPNP. You will need to submit certain documents along with your application including the Business Concept Form, Self-Assessment Form, and MPNP Code of Conduct. MPNP will issue either a Letter of Advice to Apply (LAA) if the EOI meets the Program's requirements or a feedback letter if the EOI is unsatisfactory.
STEP 3: Receive an LAA and submit your complete application. You will also be required to pay a processing fee by wire transfer in the amount of $2,500.00 CAD when submitting an application to the MPNP.
STEP 4: The MPNP will now assess your application. A complete application will be assigned to a Business Immigration Officer (BIO) for full assessment. The assessment of the application is based on the established eligibility criteria of the MPNP. After an application is approved, a Business Performance Agreement (BPA) must be signed prior to the MPNP issuing you a work permit support letter.
STEP 5: Establish your business in Manitoba and fulfill the BPA.
2. Farm Investor Pathway
The Manitoba Farm Investor Pathway (FIP) is for individuals with proven farm business experience, sufficient available capital to invest, and who intend to establish and operate a farm operation in rural Manitoba.

The Manitoba Provincial Nominee Program (MPNP) has launched a paper-based interim process for applying to the Business Investor Stream Farm Investor Pathway (FIP).
STEP 1: Explore and research the Farm business in Manitoba. Check if you meet the minimum criteria of the Farm Investor Pathway.
STEP 2: Research your proposed farm business in Manitoba and explore the province. Complete the Interest Guidelines and Farm Business Concept forms.
STEP 3: Submit these forms to the MPNP. Once you have completed your farm business research and determined that you are eligible for the FIP, you can submit your Interest Guidelines and Farm Business Concept Forms by email to the MPNP.
STEP 4: Submit a full application to the MPNP and receive a Letter of Advice to Apply (LAA).
STEP 5: The MPNP will now assess your application. The assessment of the application is based on the established eligibility criteria of the MPNP. If you are approved for nomination, you will be instructed to sign a Deposit Agreement and send a deposit of CAD$75,000.
STEP 6: Once nominated, you reach out to Immigration, Refugees and Citizenship Canada (IRCC) and apply for Canada PR.
STEP 7: Establish your farm business in Manitoba.
Both Manitoba BIS pathways operate on an Expression of Interest (EOI) system whereby prospective applicants submit their intention to apply before they can apply to the program. Whether you are interested in applying as an Entrepreneur or Farm Investor, the submission of an EOI is preceded by a research visit to the province.
