However, IRCC has implemented new guidelines for Express Entry, Provincial Nominee Programs, and other immigration programs, which will affect the newcomers in 2024. Furthermore, to process applications faster, IRCC has decided to increase the use of AI technology and improve client experience.

To address the pressing labour shortages and demographic needs, IRCC launched the category-based Express Entry draws. Six categories were selected for these types of draws aimed to retain more skilled workers who can meet labour gaps and contribute to the economy.
2023 was the first year of category-based draws where IRCC invited candidates for the following categories:
Provincial Nominee Programs (PNPs) offer newcomers a chance to live and work in a specific province – provided they meet the unique requirements of the said province. For 2024, IRCC has updated PNP guidelines and aims to make it the biggest immigration pathway in Canada. A new set of guidelines has already been set.
Also, new multi-year plans are starting for PNPs in 2024 – allowing them to make plans for immigration strategies as they will know their 2025 allocation a year in advance. This will also give newcomers a clear picture of their immigration options.

Another change to Canadian immigration in 2024 includes the revision of the Letter of Acceptance (LOA) by IRCC. This has been done to enhance the integrity of the International Student Program across Canada. Also, this update will protect international students and continue to impact the study permit applicants.
Starting December 1, 2023, the Designated Learning Institutions (DLIs) across Canada will confirm the LOA of every applicant directly with IRCC. This will protect new foreign students from fraud while also making sure that their study permits are issued on genuine LOAs.
IRCC will review the Post-Graduation Work Permit (PGPW) program in 2024. International students can benefit from this update as Canadian work experience will boost their chances of obtaining permanent residency in the country.

CITO or the Chief International Talent Officer will also be a part of several changes by IRCC in 2024. This will be to align the immigration system with the labour market and sectoral strategies of Canada. Immigrants to Canada in 2024 and beyond must pay attention to the development once someone is appointed.
