Manitoba regularly selects candidates for a provincial nomination by issuing invitations to them through Manitoba Provincial Nominee Program (MPNP) draws. The MPNP conducts regular draws under its Expression of Interest (EOI) system - to select candidates to submit a complete application for permanent residency.

Manitoba Provincial Nominee Program

Launched back in 1998, the Manitoba Provincial Nominee Program (MPNP) was Canada’s first Provincial Nominee Program (PNP). The MPNP was designed to help grow Manitoba’s economy through immigration – based on the province’s economic, demographic, and labor market needs.

In the first year of its launch, the MPNP welcomed around 418 new immigrants. Today, under its various immigration intake programs, Manitoba nominates more than 10,000 new aspiring immigrants per year.

Some of the Manitoba Provincial Nominee Program streams are base, while others are enhanced streams.

Enhanced streams are those that are linked to Canada’s renowned Express Entry Program. The Express Entry Program is a federal economic immigration program that manages permanent residency applications under three key economic immigration programs. Express Entry is a point-based system, where candidates are assigned a point score based on the Comprehensive Ranking System (CRS). Candidates with the highest scores are issued invitations to apply for Canadian permanent residency.

Candidates failing to meet the eligibility for Express Entry also have the option to get a nomination from an enhanced provincial program. Having a qualifying score in the Manitoba PNP points calculator and meeting other prerequisites will award candidates with an additional 600 points – effectively guaranteeing an ITA in a subsequent Manitoba PNP draw.

Base streams are those that are not aligned with the Express Entry. Candidates who manage to earn a provincial nomination are required to apply directly to the Immigration, Refugees, and Citizenship Canada (IRCC).
