Manitoba conducted a new Expression of Interest (EOI) draw on August 11 – issuing 345 Letters of Advice to Apply (LAAs) to candidates under the Manitoba Provincial Nominee Program (MPNP).
The August 11 EOI draw saw invitations being issued to candidates under three MPNP streams:
Stream | Sub-Stream | Letters of Advice to Apply | Score of Lowest Ranked Candidate |
Skilled Workers in Manitoba | - | 257 | 623 |
International Education Stream | - | 55 | – |
Skilled Workers Overseas | Strategic Recruitment Initiative | 33 | 718 |
The size and frequency of a Manitoba EOI draw will be determined by the needs of the MPNP application inventory. Selections will take place on a monthly basis, with some exceptions. The dates of the selections will not be posted before they take place.
The Manitoba Provincial Nominee Program frequently searches IRCC’s Express Entry pool to find candidates that meet the criteria of one of Manitoba’s streams. Here’s who was invited to the August 11 draw:
EOI candidates from the Skilled Worker Overseas stream were considered if they were directly invited by MPNP under a Strategic Recruitment Initiative or had an IRCC Express Entry ID and job seeker validation code.
Candidates with an IRCC Express Entry ID and a job seeker validation code were eligible to receive a nomination if the Express Entry profile was valid at the time of application assessment.
If you’ve met the minimum score threshold, but did not receive a Letter of Advice to Apply – this could be because, you have indicated that you have taken an authorized language proficiency test in English/French – but have not provided a valid “Test Number” or you have indicated that you have received an Invitation to Apply (ITA) under a Strategic Initiative – but did not provide a valid “Invitation Number”.
Candidates indicating working in an in-demand regulated occupation and fully licensed to work in Manitoba were invited to the August 11 draw.

How does the MPNP work?
Launched back in 1998, the Manitoba Provincial Nominee Program was designed to help support and sustain Manitoba’s economy through immigration. The MPNP invites candidates based on the province’s economic, demographic, and labor market needs.
Candidates seeking to apply under the Manitoba Provincial Nominee Program (MPNP), have five options to choose from:
All eligible candidates applying under the MPNP, are required to submit an Expression of Interest (EOI) to the program. EOIs are placed into a pool, where, on a regular basis – the highest scoring candidates in each category are issued a Letter of Advice to Apply (LAA).
Candidates with LAAs must submit their complete MPNP application, including the supporting documents within 60 days of receiving their LAAs.
