Canada announces major changes to Express Entry categories

On February 27, 2025, Immigration, Refugees, and Citizenship Canada (IRCC) announced the updated Express Entry categories for 2025. Significant changes were introduced to the category-based Express Entry draws, including the addition of a new category and the removal of another.

The newly introduced category for 2025 is Education, which includes five specific occupations. At the same time, the Transport category has been removed from the list of eligible categories. Additionally, several Social services occupations have been incorporated into the Healthcare category.

Updated Express Entry categories

The current Express Entry categories listed on IRCC’s website are:

  • French-language proficiency
  • Healthcare and Social service occupations
  • Agriculture and agri-food occupations
  • Science, technology, engineering and math (STEM) occupations
  • Trades occupations
  • Education occupations

While IRCC continues to maintain all existing categories, the department has identified the priority categories for the 2025 Express Entry System.

  • French-language proficiency
  • Healthcare and Social service occupations
  • Trades occupations
  • Education occupations

These categories will receive priority for Invitations to Apply (ITA) through category-based Express Entry draws. Additionally, further changes have been made to the category-based selection process.

Additional changes to Express Entry categories

Almost all in-demand occupations in Canada previously included in the Express Entry categories have seen major changes. Existing categories have seen several occupations added and a number removed, as shown below:

How are Express Entry categories determined?

Express Entry categories are established by IRCC, aligning with Canada’s economic and demographic objectives.

Most occupation-based categories are selected based on labor market demand, ensuring the Express Entry system supports industries facing worker shortages. These in-demand occupations in Canada are typically in sectors where Canada lacks sufficient local talent, making immigration essential to addressing key labor gaps.

Meanwhile, the French-language proficiency category reflects Canada’s commitment to bilingualism and the promotion of the French language outside Quebec, as outlined in the Official Languages Act. Given the role of immigration in this initiative, IRCC is responsible for facilitating the entry and settlement of francophone newcomers to Canada.
