The Canada Immigration Levels Plan for 2025-2027 aims to invite a total of 2,873,850 immigrants (including both permanent and temporary residents). The Levels Plan is released in accordance with the Canadian labour market needs.
On 24 October 2024, the Canadian government announced Canada Immigration Levels Plan for 2025-2027. It has specified its targets for permanent resident admissions over the next three years.
According to the plan, Canada aims to invite:-
In the Levels Plan, economic class immigration continues to represent the largest proportion. The major share of economic class immigration is given to skilled workers with a focus on in-demand sectors such as skilled trade and healthcare. The family reunification share in the overall PR admissions is almost similar to the 2024-2026 Canada Immigration Levels Plan.

French-speaking PR admissions outside of Quebec constitute 8.5% of overall PR admissions in 2025, 9.5% in 2026, and 10% in 2027. There are various immigration programs such as Express Entry Program and Provincial Nominee Program for permanent residents in Canada.
The key highlights of Permanent Residents are as follows:-
It constitutes the largest proportion of the overall PRs and plans to reach nearly 62% by 2027. A total of 232,150 immigrants are targeted in 2025 and 225,350 immigrants in 2027.
184,300 immigrants, comprising 22% of the overall PR admissions will be targeted under the Family Reunification.
The Canadian government continues to fulfill its humanitarian commitments. 15% of overall PR admissions are allocated to this class. 68,350 immigrants targeted in Refugees and Humanitarian immigration in 2025, reaching 58,650 by 2027.

The targets for Temporary Residents are set at 673,650 in 2025, 516,600 in 2026, and 543,600 in 2027 in the Levels Plan 2025-2027. There are several measures introduced for temporary foreign workers and international students this year to optimize population growth and achieve its target. Workers who arrive under the International Mobility Program and Temporary Foreign Workers Program were prioritized in this Levels plan.
367,750 workers will be targeted in 2025 whereas 237,700 temporary workers will be targeted in 2027. The primary agriculture workers are prioritized in the TFW program to protect Canada’s food security. International students constitute a larger proportion of the temporary residents. The Canada Immigration Levels Plan aims to target 305,900 students each year from 2025 to 2027.
