Canada has switched to the 2021 version of the National Occupation Classification (NOC). As of November 16, 2022, Immigration, Refugees, and Citizenship Canada (IRCC) and Employment and Social Development Canada (ESDC) are using the NOC system 2021 to assess the occupations of permanent residence and work permit applications.

Here are the highlights of this new change:

  • The FSWP has 347 eligible occupations – and candidates will be required to submit an Expression of Interest (EOI) profile to enter the Express Entry pool.
  • The maximum intake target for FSTP candidates will be 3,000.
  • Candidates with the highest CRS scores in the Express Entry pool are eligible to receive an Invitation to Apply (ITA).
  • Candidates will now have 60 days to submit a full Canada PR visa application to the IRCC post receiving their ITAs.

The change impacts Canada’s renowned Express Entry – and a variety of other Canada Immigration and Work Permit pathways.

New TEER Categories

Earlier, candidates were required to have a job experience that matches NOC skill categories 0, A, or B, which was consistent with the Canada NOC list 2016, in order to submit an Express Entry application for permanent residence in Canada. After this change on November 16, the new Training, Education, Experience, and Responsibilities (TEER) system will be used by Canada to establish a candidate's eligibility for work experience.

New NOC Codes for FSWP and FSTP;

  • Federal Skilled Worker Program

The Federal Skilled Worker Program (FSWP) has 347 eligible occupations – and candidates will be required to submit an Expression of Interest (EOI) profile to enter the Express Entry pool.
