CRS drops as new Manitoba EOI draw issues 305 LAAs

Manitoba conducted a new Expression of Interest (EOI) draw on December 1, 2022 – issuing 305 Letters of Advice to Apply (LAAs) to candidates under the Manitoba Provincial Nominee Program (MPNP). 

The December 1 EOI draw #160 saw LAAs being issued to candidates under three MPNP streams: 

  • Skilled Workers in Manitoba – 206 LAAs with a minimum score of 775.
  • International Education Stream – 56 LAAs.
  • Skilled Worker Overseas - 43 LAAs with a minimum score of 673.

Out of the total 305 Letters of Advice issued in the latest Manitoba draw – 31 LAAs were issued to candidates showcasing a valid Express Entry ID and Job Seeker validation code.&

Here are the details of this EOI draw:

Who was invited?

  • Expression of Interest (EOI) candidates from the Skilled Worker Overseas stream were only considered if they were directly invited by Manitoba’s provincial government under a Strategic Recruitment initiative or, had an IRCC Express Entry ID and Job Seeker validation code.
  • Candidates whose Express Entry profile was valid at the time of application assessment – were only eligible to receive a nomination under the MPNP.
  • Candidates that have surpassed the minimum score requirement, but are yet to receive an LAA, maybe because –
  • They have indicated that they have taken an authorized language proficiency test in English/French – but have not provided a valid “Test Number” or 
  • They have indicated that they have received an Invitation to Apply (ITA) under a Strategic Initiative – but did not provide a valid “Invitation Number”.
  • Also, candidates that have been invited to this draw were working under a regulated in-demand occupation in Manitoba and are fully licensed to work in the province.

The Manitoba Provincial Nominee Program (MPNP) issues ITAs to eligible candidates on a monthly basis, with some exceptions. The frequency, size, and date of the Manitoba PNP next draw prediction – are determined by the needs of the MPNP application inventory.

Immigrating under the Manitoba PNP

Candidates wanting to immigrate under MPNP’s Skilled Worker Stream are mandated to create an Expression of Interest (EOI) profile. The Manitoba PNP receives an allocation of nominations each year from the Immigration, Refugees, and Citizenship Canada (IRCC) – and invites the corresponding targeted candidates through the EOI draws. Manitoba can only approve as many PNP applications as the nomination allocation in a given year.

For the year 2022, Manitoba has targeted 6,367 applications. The nomination allocation for the year 2023, has not yet been announced.

The MPNP issues Letters of Advice to Apply (LAAs) based on the priority by the stream, where the highest-ranking points are given at the time of a given EOI draw. Candidates can improve their scores by updating their language scores, completing additional work experience, or getting another education.

This new MPNP draw is a continuation of Manitoba conducting draws with lower CRS scores. By lowering the CRS score, Manitoba is planning to increase the number of candidates eligible to receive ITAs through its provincial nominee program-managed streams.
