The Minister of Immigration, Francization, and Integration (MIFI) has conducted a new Quebec Regular Skilled Worker Program (RSWP) draw on December 1, 2022.
The draw was targeted to potential candidates with academic and employment experience in an in demand occupation in Canada – and a valid job offer outside the territory of the Montreal Metropolitan Community.
The December 1 draw saw invitations being issued to 513 skilled workers to apply for permanent selection. Candidates had to have their profiles in the Arrima Expression of Interest (EOI) system with scores equal to or greater than 589 points.
This is the 14th draw Quebec has held in 2022 – and the first draw in the month of December.
What’s next?
Candidates invited to apply for Canada PR in this invitation round, now have 60 days to submit their complete application – alongside the supporting documents. Provided that the Quebec Immigration government receives the required information from the candidate which includes forms, documents, and processing fees –with a complete application can expect a processing time of 6 months.

Determined by ministerial order published in the Gazette officielle du Québec, invitations for permanent selection are sent according to one or more criteria:
Criteria related to Human capital
Criteria related to the labor market in Quebec
Criteria related to Spouse (if applicable)
Other criteria
The above-mentioned criteria may be scored. The scores will then be used to classify candidates in the Expression of Interest pool.
Launched back in 1994, Quebec’s Regular Skilled Worker Program (RSWP) was established for candidates wanting to permanently work and live in Quebec.
Just as in Express Entry’s Federal Skilled Worker Program (FSWP), candidates wanting to apply under Quebec’s RSWP must demonstrate their intent in moving to Quebec by completing an Expression of Interest (EOI) form through an online portal.
The Minister of Immigration, Francization, and Integration (Ministère de l’Immigration, de la Francisation et de l’Intégration) regularly selects candidates from the pool – and invites them for permanent selection in a subsequent invitation round.
