On December 15, the Manitoba province conducted a new Expression of Interest (EOI) draw issuing Letters of Advice to Apply (LAAs) to 1,030 candidates.
The December 15 EOI draw #161 saw the 1,030 LAAs being issued to candidates under just one of the five Manitoba Provincial Nominee Program (MPNP) streams i.e. Skilled Worker Overseas. Manitoba did not invite candidates from the Skilled Workers in Manitoba, International Education, Manitoba Business Investor, and Modern Community Driven streams to this draw.
The ranking score of the lowest-ranked candidate invited was 600.
Out of the total 1,030 LAAs issued in this draw, 656 were issued to candidates who declared a valid Express Entry profile number and job seeker validation code.

Established back in 1998, Manitoba was the first province to launch a Provincial Nominee Program (PNP).
The MPNP was designed to help grow Manitoba’s economy through immigration – based on the province’s economic, demographic, and labor market needs. In the first year of its launch, the MPNP welcomed around 418 new immigrants. Today, under its various immigration intake programs, Manitoba nominates more than 4,000 new aspiring immigrants per year.
Candidates wanting to immigrate under MPNP are mandated to create an Expression of Interest (EOI) profile.
This new MPNP draw is a continuation of Manitoba conducting draws with lower CRS scores. By lowering the CRS score, Manitoba is planning to increase the number of candidates eligible to receive ITAs through its provincial nominee program-managed streams.
MPNP issues ITAs to eligible candidates on a monthly basis, with some exceptions. The frequency, size, and date of the Manitoba PNP next draw prediction – are determined by the needs of the MPNP application inventory.
