Immigration, Refugees and Citizenship Canada (IRCC) has conducted a new draw. This was the fifth invitation round conducted by the department in November.
This was also the second consecutive Express Entry draw of the week. Just yesterday, IRCC invited 174 candidates across a PNP-specific draw. The week before, the department welcomed candidates across three back-to-back Express Entry draws. Today, candidates under Express Entry’s Canadian Experience Class (CEC) were invited to apply for Canada PR.
If you have been invited to this latest Express Entry draw, you will have 60 days to submit a complete application for permanent residence (PR) to the IRCC. If this timeframe passes, your Invitation to Apply (ITA) will no longer be valid.
The latest Express Entry draw was held on November 19, 2024. A total of 400 ITAs were issued to Canadian Experience Class (CEC) candidates with a minimum CRS score of 539.

If more than one candidate has the lowest score, the CRS score cut-off will be based on the date and time they submitted their Express Entry profiles.

IRCC has held a very unusual pattern for Express Entry draws in 2024. Typically, draws under the Express Entry Program are held once every two weeks. For instance, in July, IRCC conducted nine Express Entry draws welcoming over 25,000 candidates. On the other hand, IRCC conducted only 3 Express Entry draws in September. Whereas in October, the department again issued six draws. This has made it difficult to predict when the next Express Entry draw will be conducted.
The Canadian Experience Class (CEC) is one of the three streams managed under the Express Entry Program.
The CEC is specifically designed for skilled workers with work experience in Canada. This stream aims to help skilled workers who have already proven their ability to adapt and contribute to the Canadian workforce by granting them a pathway to apply for Canada PR.
CEC draws invites candidates based on their Comprehensive Ranking System (CRS) score. The CRS score considers factors such as Age, Language Proficiency, Education, Work Experience, and Adaptability. To be eligible for the CEC, candidates must have at least 1 year of skilled work experience in Canada - within the last 3 years. This experience must be in a job categorised as TEER category 0, 1, 2, and 3 under the National Occupation Classification (NOC).
Unlike other programs managed under the Express Entry, the CEC does not require proof of funds if the candidate is already working in Canada. Additionally, applicants can benefit from faster processing times – with most applications being processed within 6 months.
CEC draws are held regularly, and the minimum CRS score cut-off varies with each draw. Candidates with higher scores have a better chance of receiving an Invitation to Apply (ITA). If selected, they can apply for permanent residence.
