Among the five recently introduced Express Entry selection categories, French-Language Proficiency is the sole category that does not prioritize work experience as the key attribute for receiving an Invitation to Apply (ITA).
Canada's Immigration Minister Sean Fraser has an objective of promoting the French language outside of Quebec. The IRCC recently announced the inaugural French-Language Proficiency Express Entry draw and stated, "Through prioritizing the invitation of French-speaking newcomers, Canada aims to foster economic growth by encouraging Francophone immigration outside Quebec and acknowledging the positive impact it has on these communities, enriching and fortifying them."
Sean Fraser made an announcement on May 31, revealing that the IRCC has completed the development of six new selection categories for Express Entry draws. Alongside French-Language Proficiency, the categories encompass Healthcare Occupations, STEM Occupations, Trades Occupations, Transport Occupations, and Agriculture & Agri-Food Occupations, all of which will be taken into account for Express Entry draws in 2023. These categories were carefully selected based on labor market projections and through consultations with a range of partners, stakeholders, as well as provincial and territorial governments.
