The Manitoba Provincial Nominee Program (MPNP) has conducted a new draw. This was the second invitation round conducted by the province in January. The previous Manitoba PNP draw was held on January 09 which invited 197 candidates to apply for permanent residence (PR).
The latest Manitoba PNP draw invited 128 candidates from the Skilled Worker Overseas stream. These invitations were issued to candidates who were invited by the MPNP under a strategic recruitment initiative.
Of the 128 LAAs issued in this draw, 22 were issued to candidates who declared a valid Express Entry profile number and job seeker validation code. If you’ve been invited, you will have 60 days to submit a complete application for PR. Your Letter of Advice to Apply (LAA or invitation) will not be valid if this timeframe passes.
Managed under the Manitoba Provincial Nominee Program (MPNP), the Skilled Worker Overseas (SWO) stream offers a pathway for foreign skilled workers to settle in Manitoba, Canada. This stream nominates candidates who demonstrate a connection to Manitoba through:
During each Manitoba PNP draw, the province selects candidates based on their scores in the Expression of Interest (EOI) system. Points are awarded for factors like age, education, work experience, language skills, and connections to Manitoba, such as a job offer or family in the province. Candidates with higher scores are more likely to receive an invitation.

To be eligible to apply, you must score at least 60 points in the Manitoba PNP points calculator and have a connection to Manitoba under the Adaptability factor. If you score 60 points or above but have no connection to Manitoba, you are NOT eligible to apply.
The Skilled Worker Overseas stream is part of Manitoba's efforts to address its specific labour market needs by welcoming skilled individuals who can help contribute to the growth and development of the province. It provides an opportunity for qualified individuals to build a new life in Manitoba, contributing their skills and talents to the community.
In 2024, Manitoba invited 1,117 candidates to apply for PR under the Skilled Worker Overseas stream. Overall, 7,207 candidates were invited across 25 Manitoba PNP draws. The same trend of issuing higher invitations with low-ranking scores is expected to be carried out in 2025 as well.
Currently, 80% of the applications under the Manitoba PNP are being processed within 9 to 12 months.
