New Canada PR pathways for Home Care Workers to open in March

On June 3, 2024, Immigration, Refugees and Citizenship Canada (IRCC) announced plans to launch new immigration pilots for home care workers in Canada. In its most recent press release, IRCC has announced that the new Canada PR pathways for Home Care Workers are all set to open on March 31, 2025. Eligible Home Care Workers under these new pathways will be able to receive Canada PR upon arrival.

Who is eligible through these new pathways?

To be eligible for the new pathways, you must:

  • Have an official language proficiency score of Canadian Language Benchmark (CLB) 4.
  • Hold a Canadian equivalent of a Canadian high school diploma.
  • Have recent and relevant work experience.
  • Receive a full-time job offer for a home care job in Canada.

As of June 16, 2024, candidates only required 6 months of work experience to qualify for permanent residence. IRCC has yet to announce further details and eligibility requirements on the new pathways.

Background

These new pathways, also called Canada’s “Home Care Worker Immigration Pilots”, replaced the previous permanent resident (PR) pathways for caregivers - the Home Child Care Provider Pilot and Home Support Worker Pilot.

The Home Child Care Provider Pilot and the Home Support Worker Pilot were 5-year pilot programs that let qualified caregivers and their family members apply for Canada PR. Earlier, caregivers could apply through specialized pathways like these pilots. On June 17, 2024, both these pathways were officially closed. The closure of these pilots also brought a temporary pause in caregiver-specific immigration programs.

Previous immigration pathways for caregivers included:

  • The Live-in Caregiver Program (closed in 2014)
  • The Caring for Children Pilot (closed 2019)
  • The Caring for People with High Medical Needs Pilot (closed 2019)
  • The Interim Pathway For Caregivers Program (closed 2019)
  • The Home Child Care Provider Pilot and Home Support Worker Pilot (closed 2024)

Estimated targets for 2025-2027

In the Canada Immigration Levels Plan 2025-2027, IRCC has set aside 10,920 spots for new immigrants under "Federal Economic Pilots," which includes the new Home Care Worker Immigration Pilots. While the exact allocation for the caregiver pilots hasn’t been announced yet, these spots will be shared among:

  • The new caregiver pilots
  • The Agri-Food Pilot
  • Community Immigration Pilots
  • The Economic Mobility Pathways Pilot.

These new PR-on-arrival pilot programs are a significant step in addressing Canada’s growing home care needs for its diverse population. More details, including complete eligibility requirements and application processes, will be shared before the pilots are officially launched.
