On June 15, 2023, Manitoba Provincial Nominee Program (MPNP) conducted a new draw under its Expression of Interest (EOI) system. A total of 540 Letters of Advice to Apply (LAAs) were issued to eligible candidates in the pool. This latest Manitoba PNP draw issued LAAs to candidates from all of the three MPNP streams i.e., Skilled Workers in Manitoba, International Education Stream, and Skilled Worker Overseas.

Occupation-specific selection
Profiles declaring current employment in Manitoba, in occupations identified with high labor needs were considered.
The occupations under the following National Occupational Classification (NOC) 2021 major and sub-major groups were considered in this draw:
All occupations
All profiles that were not selected in the occupation-specific selection were considered.
Profiles that declared meeting International Education Stream eligibility requirements.
Profiles that declared being directly invited by the MPNP under a Strategic Recruitment Initiative.
Of the 540 LAAs issued in this draw, 187 were issued to candidates who declared a valid Express Entry profile number and job seeker validation code.

The Manitoba Expression of Interest (EOI) draw is a key component of the Manitoba Provincial Nominee Program (MPNP), which allows skilled foreign workers and international graduates to immigrate to the province of Manitoba, Canada. Once an LAA is received, candidates can submit a complete application for a provincial nomination to the MPNP, providing detailed information and supporting documents.
The MPNP then assesses the applications and determines if candidates meet the eligibility requirements and demonstrate a genuine intention to reside and work in Manitoba. If approved, candidates receive a nomination certificate, which they can use to apply for permanent residence to the federal government.
