If you have been invited in this draw, you will receive a Notification of Interest (NOI) in your IRCC Online account. Once you receive an NOI, you will have 45 days to submit a complete application to apply for Canada PR to the Ontario Immigrant Nominee Program.
Managed under the Ontario Immigrant Nominee Program (OINP), the Human Capital Priorities (HCP) stream is designed to attract highly skilled and experienced foreign workers who can contribute to the province's economic growth and development. In 2023, Ontario invited a total of 17, 502 candidates across 14 HCP draws.
This stream is aligned with the federal government's Express Entry system, which manages the pool of candidates for three federal economic immigration programs: the Federal Skilled Worker Program, the Federal Skilled Trades Program, and the Canadian Experience Class.
To be eligible for the HCP stream, candidates must have a valid profile in the Express Entry system and meet the criteria for one of the three federal programs mentioned above.
OINP HCP applications are currently being processed within 8-12 months.
