The Ontario Immigration Nominee Program (OINP) has conducted a new draw for skilled Francophone workers. The French-speaking Skilled Worker Stream is a key immigration pathway for individuals who are proficient in both French and English and wish to settle in the province of Ontario.

This was the fifth invitation round conducted by Ontario for skilled Francophone workers in 2023.

The latest OINP draw conducted on September 21, 2023, saw invitations being issued to 63 French-speaking Skilled Worker Stream candidates across a general draw. The minimum score required for candidates to receive a Notification of Interest (NOI) in this latest draw was 348-434.

Ontario has so far issued 1,490 NOIs under the French-Speaking Skilled Worker Stream. OINP frequently searches IRCC’s Express Entry pool to identify candidates who may meet the eligibility criteria of one of Ontario’s Express Entry-managed immigration streams.

French-Speaking Skilled Worker Stream: Application Process

OINP’s French-Speaking Skilled Worker Stream works on an invitation-only basis. To apply under this stream, you must meet the eligibility requirements and create an Express Entry profile.

Requirements
Express Entry Profile Yes
Connection to Province No
Job Offer No
Language Proficiency CLB 7 in French
CLB 6 in English
Level of Education Equivalent to Canadian Bachelors, Masters, or PhD
Work Experience 1 year full-time in NOC 0, A, or B
Investment Requirement None

You must then wait to be issued a Notification of Interest (NOI) from the province of Ontario. Take note! Simply meeting the minimum eligibility requirements does not guarantee that you will receive an NOI.

Only candidates who receive an NOI are eligible to submit an application to the Ontario Immigrant Nominee Program (OINP) for provincial nomination. If you receive an NOI, you then have 45 calendar days to prepare and submit an online application through the OINP e-Filing Portal.

Ontario will then notify you whether or not you have been selected for the provincial nomination. This notification will be sent to your IRCC online account.

After accepting the provincial nomination, the applicant’s CRS score will increase by 600 points, virtually guaranteeing they will receive an Invitation to Apply (ITA) for permanent residence in the next Express Entry draw.

Your Canada PR application under the Express Entry system will be processed within 6 months.
