The Ontario Immigrant Nominee Program (OINP) frequently searches IRCC’s Express Entry pool to identify candidates who may meet the eligibility criteria of one of Ontario’s Express Entry immigration streams.
The latest Ontario PNP draw held on July 06, 2023, saw Notification of Interest (NOIs) being issued to a total of 748 candidates under the Human Capital Priorities (HCP) stream. Invited candidates also required a minimum CRS score of 479-485 - to be eligible for this invitation round.
This was the seventh Human Capital Priorities stream draw conducted by OINP in 2023 - and the first of July. The previous Ontario HCP draw was held on May 8, 2023.

Ontario issues NOIs to eligible candidates on a weekly basis, with some exceptions. The frequency, size, and date of the latest Ontario draw are determined by the province’s application inventory needs. Here are the details of the latest Ontario PNP draw:

20012 - Computer and information systems managers
21211 - Data Scientists
21223 - Database analysts and data administrators
21230 - Computer systems developers and
21231 - Software engineers and designers
21232 - Software developers and programmers
21233 - Web designers
21234 - Web developers and programmers
21311 - Computer engineers (except software engineers and designers)
If you have been issued an NOI in this HCP draw, you now have 45 days to submit an online application to the OINP.
The Human Capital Priorities (HCP) stream is an immigration pathway offered by the Ontario Immigrant Nominee Program (OINP) in the province of Ontario, Canada. It is designed to attract highly skilled and experienced foreign workers who can contribute to the province's economic growth and development.
Under the HCP stream, the OINP identifies potential candidates from the federal Express Entry pool who meet the eligibility criteria and possess the skills and experience needed to fill labor market gaps in Ontario. This stream is aligned with the federal government's Express Entry system, which manages the pool of candidates for three federal economic immigration programs: the Federal Skilled Worker Program, the Federal Skilled Trades Program, and the Canadian Experience Class.
To be eligible for the HCP stream, candidates must have a valid profile in the Express Entry system and meet the criteria for one of the three federal programs mentioned above. Additionally, candidates must meet the specified requirements of the HCP stream, which includes factors such as education, work experience, language proficiency, and adaptability.
Candidates who are nominated through the HCP stream receive 600 additional Comprehensive Ranking System (CRS) points, which effectively guarantee an invitation to apply for Canada PR in a subsequent Express Entry draw. This nomination significantly enhances the candidate's chances of being selected by the federal government.
