On August 30, 2024, the Government of Saskatchewan launched two new Provincial Nominee Programs (PNPs) under the Saskatchewan Immigrant Nominee Program (SINP). These new programs will target newcomers in Healthcare and Agriculture occupations.
Saskatchewan’s Immigration and Career Training Minister, Jeremy Harrison, announced new immigration pathways designed to align with the province’s current labour needs.
He said, “With labour shortages reported across the country, creating new provincial immigration pathways and streamlining our credential recognition process will help employers in Saskatchewan acquire the workforce needed to grow their businesses.”

The Agriculture Talent Pathway is focused on addressing labour shortages in Saskatchewan’s growing agriculture sector, which exported over $3.2 billion in four major crop sectors in 2023.

To be eligible to apply under SINP’s Agriculture Talent Pathway, candidates must:

The following agricultural and related occupations are eligible through this stream:
NOC 75101 - Material handlers
NOC 84120 - Specialized livestock workers and farm machinery operators
NOC 85100 - Livestock labourers
NOC 85101 - Harvesting labourers
NOC 85103 - Nursery and greenhouse labourers
NOC 94140 - Process control and machine operators, food and beverage processing
NOC 94141 - Industrial butchers and meat cutters, poultry preparers and related workers
NOC 94143 - Testers and graders, food and beverage processing
NOC 94204 - Mechanical assemblers and inspectors
NOC 95106 - Labourers in food and beverage processing
Candidates need a valid SINP Job Approval Letter as proof of employment. This is provided by their employer, who must first register with the SINP to obtain the letter.
The Health Talent Pathway is part of Saskatchewan's Health Human Resources (HHR) action plan. This initiative aims to streamline and consolidate all healthcare recruitment efforts under the Saskatchewan Immigrant Nominee Program (SINP) to better meet the province’s healthcare workforce demands.
Who is eligible?
The eligibility criteria for SINP’s Health Talent Pathway vary on whether the candidate has an application in the federal Express Entry pool or not. However, some criteria are the same for both subcategories, such as the candidate must:
Candidates who are not eligible for Express Entry System must also have an English/French language proficiency of at least Canadian Level Benchmark (CLB) 5.
These candidates must also meet the following work experience requirements:
- If candidates have not been working full-time for their supporting employer for at least six months, they must have at least one year of work experience in their occupation within the last five years.

In 2023, Saskatchewan welcomed 7,350 newcomers through the Saskatchewan Immigrant Nominee Program (SINP) and received 8,000 nomination spots from Immigration, Refugees, and Citizenship Canada for 2024. The province anticipates nearly 20,000 newcomers by the end of 2025 through Saskatchewan PNP draws - with the allocation set to increase to 8,500.
Saskatchewan is becoming a popular destination for immigrants considering Canada. The province offers a lower cost of living, with housing costs more affordable than in other major Canadian cities, a low provincial tax rate, and the Graduate Retention Program, which refunds up to $20,000 in tuition fees for eligible graduates, including international students, who stay and work in Saskatchewan.
