Immigration, Refugees, and Citizenship Canada (IRCC) conducted another all-program Express Entry draw.
After a long wait, Canada conducted an all-program Express Entry draw last week on January 11 – the first of 2023. The January 18 draw is the second all-program Express Entry draw for the year 2023.

Being an all-program draw, candidates from the Federal Skilled Worker Program (FSWP), Federal Skilled Trades Program (FSTP), Canadian Experience Class (CEC), and Provincial Nominee Program (PNP) were eligible to receive an Invitation to Apply (ITA) in the latest Express Entry draw.
This all-program Express Entry draw issued a total of 5,500 ITAs to candidates, with a minimum CRS score of 490. A 17-point drop from the January 11 Express Entry draw cut-off score of 507.
The tie-breaking rule set for this draw was November 24, 2022, at 21:14:59 UTC. Potential candidates that met the minimum score threshold were only invited if they had submitted their profile to the Express Entry pool before this date.
The IRCC ranks candidates in the pool using a point-based system called the Comprehensive Ranking System (CRS). Highest-ranking candidates are then selected from the pool – and invited to apply for Canada PR.
