The Immigration, Refugees and Citizenship Canada (IRCC) has conducted a new Express Entry draw. This was the second invitation round conducted by the department this week. Yesterday, IRCC invited 676 Provincial Nominee Program (PNP) candidates to apply for permanent residence.
Today, the department targeted French-speaking candidates. If you have been invited to this latest Express Entry draw, you will have 60 days to submit a complete application for permanent residence to the IRCC. If this timeframe passes, your Invitation to Apply (ITA) will no longer be valid.
The latest Express Entry draw held on December 03, 2024, saw ITAs being issued to 800 candidates under the French Language Proficiency category. The minimum Comprehensive Ranking System (CRS) score required to be eligible for an ITA in this draw was 466.

If more than one candidate has the lowest score in the latest Express Entry draw, the CRS score cut-off will be based on the date and time they submitted their Express Entry profiles.
If you did not get invited
If you were not invited, your profile will remain active in the Express Entry pool for 12 months from the date of submission. Do not withdraw your application, you may receive an Invitation to Apply (ITA) in the next Express Entry draw.
Compared to the other five newly announced Express Entry categories, French-Language Proficiency is the only one that does not consider work experience as the key attribute to be issued an ITA. To be eligible under the French-Language Proficiency category, you must:
Canada has a mandate to promote the French language outside of Quebec. Announcing the first-ever French Language Proficiency Express Entry draw, IRCC stated, “ By prioritising the invitation of French-speaking newcomers, Canada aims to support economic growth through Francophone immigration outside Quebec while recognizing how it enriches and strengthens these communities.”
According to the latest Canada Immigration Levels Plan 2025-2027, Immigration, Refugees and Citizenship Canada (IRCC) is looking to welcome 29,325 French-speaking permanent residents (PRs) outside Quebec in 2025, 31,350 in 2026, and 31,500 newcomers under the same category in 2026.
This was the 11th French Language Proficiency draw conducted by IRCC in 2024.
Draws under the Express Entry Program have had a very unusual pattern throughout the year. Usually, IRCC draws are held every two weeks. For instance, in July, IRCC conducted nine Express Entry draws welcoming over 25,000 candidates. On the other hand, IRCC conducted only 3 Express Entry draws in September. Whereas in both October and November, the department again issued six draws each.
This has made it difficult to predict when the next Express Entry draw will be conducted.
