On June 29, 2023, Manitoba Provincial Nominee Program (MPNP) conducted a new draw under its Expression of Interest (EOI) system. A total of 587 Letters of Advice to Apply (LAAs) were issued to eligible candidates from all of the three MPNP streams i.e., Skilled Workers in Manitoba, International Education Stream, and Skilled Worker Overseas.

Occupation-specific selection
Profiles declaring current employment in Manitoba, in occupations identified with high labor needs were considered.
The occupations under the following National Occupational Classification (NOC) 2021 were considered in this draw:
All occupations
All profiles that were not selected in the occupation-specific selection were considered.
Profiles that declared meeting International Education Stream eligibility requirements.
Profiles that declared being directly invited by the MPNP under a Strategic Recruitment Initiative.
Of the 587 LAAs issued in this draw, 162 were issued to candidates who declared a valid Express Entry profile number and job seeker validation code.

Before starting the process, familiarize yourself with the eligibility criteria of the MPNP and the stream you are applying through. To submit an Expression of Interest (EOI), create an account on the MPNP Online Portal, Sign In, and select Create an Expression of Interest from the options provided.
Points to Remember:
You also need to make sure that the information you provide in your EOI stays accurate and complete at all times. If your situation changes, you can log back into your account – and update the information in your EOI. There are no limits on the number of candidates who can submit an Expression of Interest and no deadline.
MPNP’s EOI system uses a scoring system called the Manitoba PNP points calculator - to evaluate candidates based on factors like their work experience, language skills, occupation, and education - provided in the EOI. Candidates with the highest scores are issued a Letter of Advice to Apply (LAA) in a subsequent EOI draw.
