We are excited to bring you the latest insights into the Express Entry system based on data from the Government of Canada.

“In the period from January to September 2023, a total of 53,455 Invitations to Apply (ITAs) were issued to Express Entry candidates. This number excludes the additional 9,173 ITAs issued in October.”

Express Entry System manages candidates in the Federal Skilled Worker Program (FSWP), the Federal Skilled Trades Program (FSTP), the Canadian Experience Class (CEC), and a part of the Provincial Nominee Program (PNP). The Comprehensive Ranking System (CRS) evaluates and ranks candidates based on various factors such as work experience, age, language ability, and education.

A Look at 2023 and What Lies Ahead in 2024 

1. Invitations by Program

  • CEC candidates received the majority of ITAs, accounting for nearly 45% of the total (23,910 ITAs).
  • Federal Skilled Worker Program (FSWP) candidates followed with 15,855 ITAs (approximately 30%).
  • Provincial Nominee Program (PNP) candidates secured the third-highest number of ITAs at 13,655 (around 26%).

No ITAs were issued to candidates in the Federal Skilled Trades Program (FSTP).

2. Top Occupations

Software engineers dominated the list of top occupations across all three programs:

Canadian Experience Class (CEC)

  • Software engineers and designers: 1,725
  • Computer programmers and interactive media developers: 1,745
  • Information systems analysts and consultants: 1,375

Federal Skilled Worker Program (FSWP)

  • Financial auditors and accountants: 650
  • Dentists: 570
  • Software engineers and designers: 565

Provincial Nominee Program (PNP)

  • Other occupations: 970
  • Software engineers and designers: 820
  • Information systems analysts and consultants: 615

3. Invitations by CRS Score

About half of all candidates had a CRS score of 451-500, while only a small number received ITAs with scores above 600. Candidates with a CRS score of about 600 typically obtained this through a provincial nomination, adding 600 points to their profile.

4. Invitations by Province

More than half of all candidates were either living or intending to live in Ontario, with 31,550 ITAs issued to this group. British Columbia and Alberta followed with 10,655 and 5,280 ITAs, respectively.

5. Invitations by Age

The majority of candidates receiving ITAs were in the age range of 19-29, with 28,970 candidates in their 20s. Younger candidates receive higher CRS scores, aligning with Statistics Canada research indicating age as a strong predictor of immigrant labor market integration.

Most Likely Candidates

Based on the available data, the most probable candidates to receive an ITA are those in their 20s enrolled in the Canadian Experience Class (CEC). Specifically, Software Engineers residing or planning to live in Ontario stands out as the most likely to receive an invitation.

While the number of ITAs in 2023 exceeded those in 2022, it fell short of the remarkable figures from 2021 -because of the COVID-19 pandemic. Looking ahead, IRCC aims for 110,770 permanent resident admissions in 2024 through Express Entry programs, with higher targets in the following years.
